If you go onto the product description page you will see the PWX Flex ratings with the red bars. At the bottom there is the general sizing guides for clothing but not the calf guards. However, below the PWX Flex chart there is a link button "For a size guide, click here".
If you click on this, it brings up the calf guard sizing guide. You are right in point 1, they are sized off the circumference of the calf.

You measure your calf girth and then look on the guide to see which size to buy. Its not related to leg length.

The calf guards probably weigh a less than a gram won't assist your weight for any buoyancy. Good question though.
No sorry, any buoyancy would be very marginal, a wetsuit if you are open water swimming would the solution: the 2XU R2 has 5mm neoprene all the way down the legs to combat leg sinking but all 2XU wetsuits wil help.
