cycling tights are there any with hip padding protection to guard against the inevitable tumble or two

I am 28-30" waist but with vry skinny long legs at 34" inside leg.
I struggle to find ladies winter tights that actually fit this length leg and are not massive on the waist and bottom area.
For example I am a size 10 jeans, but size 10 tights will be far too short for me but a perfect fit on the bottom and legs.
HELP!
