Also, what is it that keeps this pannier fixed to the bicycle? Is it tied on or clipped on or what? Can this pannier be securely fastened to the bike so that it cannot be simply lifted off and nicked?

Four straps with metal buckles keep the panniers fixed on the top of the rack. As stated in other reviews, it is best to use tie wraps to secure the panniers at the lower sides of the rack, and avoid using the provided velcro straps.
Best bet for attachment is tie wraps.
