Only wind-stoppers. They're primarily for keeping your feet warm(er) when it's chilly. I guess they'd stop a light drizzle but not heavy raining.

They're not waterproof, but they do significantly slow down the rate at which water gets through. Being neoprene, they continue to insulate very well even when damp - your feet should stay warm.

I've just bought a pair of Pearl Izumi Select Road Shoes - Size 43 - and am looking for some overshoes. These look good but wondering about the sizing. I usually wear 42 in shoes and want to be able to wear these over all shoes - for commuting as well as riding. Should I go for the 41/42 or the 43/44?
Thanks!

Not really, ideally for a comfortable fit which is not going to be over tight on the shoe buy a size larger than the shoe size. This will also reduce wear on the over shoes.

I take a Shimano 47 EU shoe and got 47-48 cover. They work well (during winter I regularly bike in -5-0 degrees C). I could probably gone for size 45-46 for a tighter fit. So long as these ones don't stretch they are great.

Answer:
I would suggest size 45-46 should be ok for a shimano size 46 shoe. If it has any ratchets (rather than laces or velcro straps) though you may want to go up a size to allow for the extra space a ratchet needs.
