They are designed to work in line with traditional drop bar shifter/levers to provide an additional braking control position on the top of handlebars. Crosstops are compatible with caliper or cantilever brakes. They are available in two different sizes to fit 26.0mm and 31.8mm handlebars.
About Brake Levers
Bicycle brake levers come in two formats, road or hybrid / mountain bike. Road levers are designed to fit dropped handlebars whereas mtb / hybrid levers are designed to fit flat handlebars. Some brake levers will incorporate the gear levers as well, these are known as Double Tap, Ergo's or Sti's (Shimano Total Integration), this makes shifting through the gears and braking a simultaneous operation and cornering at speed a lot safer. Crosstop style brake levers are becoming popular on cyclocross, tourers and road bikes, these fit in line with the brake cables and allow you to control the brakes from the tops of the handlebars.
About the Cane Creek brand
Cane Creek components have been ridden to numerous wins in world-class events. Professional racing teams that have used Cane Creek components include: Mountain Bike Racing,3D Racing, DEVO, Haro, Honda/Turner, Michal Prokop/Author Racing, Rocky Mountain, Subaru/Fisher, Trek/Volkswagen. Cane Creek started in 1995. Their first product line had brakes, headsets, hubs, and shocks. Their original air-shock design gradually won over a suspension universe that was in thrall to coil shocks. While they have continued to assert their leadership all their product categories, they have expanded into other areas that can benefit from a dose of their "technology that makes sense." In 1999 they acquired the Thudbuster suspension seat post and have since upgraded its patented design to provide what has been called the "ultimate upgrade for hardtails."

Magazine reviews for Cane Creek Crosstop Brake Levers
Review from Cycling Plus
These aluminium levers were originally intended for use in cyclocross and have proven to be popular with cycle tourists and commuters too. The levers fit to the bulge-formed part of most standard handlebars and - by using a shim - to any non-oversized handlebar. The existing brake outer cables need to be cut where the levers occupy space on the handlebars, and the inner cables fed back through the crosstops to complete the loop to the cantilever arms. They work well with either V-brakes or cantilver brakes though they introduce some friction into the cable run that can be felt at the main brake levers.
In conclusion...
Worthwhile addition to any cross or distance bike
