Answer:
There is only one suitable tyre and it will be the "Presta 42mm 700x20-25 Race 28"
700 refers to your Metric wheel size and 23 means the the rim is 23mm wide thus 700x20-25 will fit a rim between 20mm and 25mm wide.
I believe that the 28 refers to the old imperial wheel size which is the equivalent of 700mm.

Additional information about plasmapete could not be loaded.
Answers
Answer:
Just the size of the tube. You'll find the Cross 28 will make it easier to fit the tyre without pinching the tube but the Tour 28 will offer a very marginal increase in puncture resistance as it won't be quite as stretched in the tyre.
I have a choice of Cross 28 or Tour SL 28 & buy which ever is in stock at the time.

I can confirm that the wheels come with 700x22c wire bead tires so you would need these in the presta 42mm valve in 700x20-25 Race 28. I hope this helps.

Answer:
Road bikes generally have 700c wheels (28"), if you have 26" wheels you may need MTB inner tubes such as the Continental Quality MTB Inner Tube. It would depend on the width of your tyre as to which one would suit best.

I have absolutely no idea what inner-tube I need for my tyres (!) the info I have from the tyre is 1700 x 28c and 28 – 622, but this is all meaningless to me. Can someone explain and point me to the right product please?

Have a look at the Sheldon Brown website article on Tire Sizing Systems.
It explains really well the confusing reference to 622 for 700c tyres.

700c or 622 is a standard road/hybrid bike tyre size. You should order the Presta 42mm 700x25-35 sized tubes.
