lugs near derraileur cogs - yes
bracket with hole at base of frame - yes, but very small hole.
hole in bracing at top of frame (near where you would place brackets for a rack) - brace (yes) hole (only on inner side, towards handlbar end).
So I think it would be fiddly but it really is a great bike and may be worth trying alternative fixing method. Hope that helps.

What size Giant Escape do I need for my son. Currently 5'9" but probably got a couple of inches more to grow.
