I'm deliberating getting a jacket that is both waterproof and windproof. while I know it says it's got windstopper technology woven into it, I was wondering if the product is waterproof as well?

I have worn it whilst riding in moderate rain (I live in Scotland so my moderate may be your heavy!!) and it kept me dry. It wouldn't go banking on it being absolutely waterproof though, I wouldn't imagine it would hold up in a prolonged heavy downpour

Answer:
You can get completely waterproof stuff but you'll cook yourself. This results in you getting wet from the inside out and it won't evaporate. The best you can hope for is something that breaths and keeps you warm if you do get wet. This jacket deals with light rain and drizzle very well. If it gets heavier than that it will at least keep you warm

It is not waterproof, but does resist water a little bit, it really isn't it's purpose, though. However, I wouldn't recommend you buying a jacket that's windproof and waterproof, because the breathability is usually much worse than the ones that are just windproof.

I bought the medium and my chest is 100cm, waist 33cm, 181cm (5' 11") tall. The medium is just about right for me though I would probably prefer if it were a little bit smaller to be honest (as I like my gear to be snug). There appears to be 3 or 4cm to spare on the chest. I had orginally bought the L but it was way too big. It's hard to say for sure but the medium may well be too big for you. I hope this helps.

Would this jacket be comfortable to wear on its own like a jersey or would you need a baselayer under?

Hi, yes it would. I believe it is part of Gore's N2S range, Next to Skin. So far I have only used mine in the winter (bought recently) so I have used base layers underneath, but the inside fabric is soft and feels comfortable.
That said, an ultra-lite base layer would probably improve the sweat management of your clothing system.

I tend to wear a baselayer (standard wicking top non-cycling under it). However I have worn it without and is fine it has a breathable back panel which helps with sweat.
It is like a thicker than normal cycling jersey that can be worn on its own or as a jacket. I find it really versatile especially with dubious English weather.

Answer:
No. It's fairly bulky because it's a windproof not a waterproof. Having said that it still offers water-resistance which I've found to be good.
If you want something that will pack down that small then buy a small cag in a bag, or an emergency poncho.
The jacket does have zip off arms, so what you could do on a warmer day is wear the jacket and zip them off. You probably wouldn't need more than a t-shirt underneath because it offers warmth through the windproofing. You could then put the sleeves in the pockets on the back of the jacket if you needed them in the event of rain. Or just get wet arms?

Yes there would be nothing stopping you from using it for running.
It depends what sort of running though?
If you're just a casual runner i.e. not racing, and doing it for a bit of fitness in addition to cycling then yeah no problem.
If you're looking at marathon distances you might want to consider a lighter jacket.
I live with two marathon runners and they use waterproof shells which are much lighter. As this is a softshell windproof jacket this means it's heavier and would start to weigh you down.
