Have you looked at the bike rather than the photo?
(a) If you zoom in to the photo you can just see a rack mount on the seat stay.
(b) The tech specs for the tachyon 1 on the GT website show a tachyon 1.0 in white (a 2013 bike?) which has all the eyelets. http://media.gtbicycles.com/media/t/a/tachyon_10.pdf
(c) the 2.0, 3.0 and 4.0 all have them , and the 2.0 and 3.0 have the same fork/frame
(d) the 2011 Tachyon 1.0 has them.
Can someone please really find out and confirm - otherwise I cannot buy the bike!

no, due to this bike having no front mudguard mounts, you need something that attach with straps, rather than screws.
something like these fit over the 28c tyres.
