A hybrid city bike is almost any bike that doesn't really fit the more distinctive categories. A basic mountain bike with faster rolling tyres instead of knobblies is effectively a hybrid, as is a recreational road bike with a flat handlebar and facilities for a luggage rack and mudguards.
Hybrid city bikes put their design emphasis on utilitarian transport rather than sporting use, although it has to be said that almost any bike type can be used for fitness, commuting and touring purposes. Hybrid bikes will use a variety of styles and components to suit riders with slightly different priorities.
Different manufacturers use different labels on hybrids. Expect to see 'Urban', 'Commute', 'Fitness', 'Lifestyle', 'Town', 'Dual Sport' or 'Multi Use'. Hybrid bike wheel size can be based on 26in mountain bike or 700c road wheels: either is fine, provided the tyres are tough, medium in size and fast enough rolling for easy speed.
