CAP or CAP PLY as it has been referred to is an added layer of material that is under the tread area and runs from bead to bead. Generally used in Kenda Premium Downhill Tires as a puncture resistant material designed to prevent pinch flats.
Kenda is Certified by Mavic to build tubeless tyres to the UST (Universal System Tubeless) standards. Tubeless tyres offer decreased rolling resistance for easier pedaling. By eliminating the tube, lower air pressure can be achieved and the chances of pinch flattening is eliminated.
The ultimate tread compound. Kenda's L3R PRO compound (60 shore A durometer) in the center and the cornering knobs have Stick-E compound (50 shore A durometer). The benefits are great center thread life, and great cornering control and grip. Found typically in Kenda's Legends Series and race/performance tyres.

About MTB Off-Road Tyres
These tyres are for mountain bikes and intended primarily for off road use, the knobbly patterns provide grip when steering and traction when applying power to the pedals. There is usually a tyre to suit the conditions in which you are riding in so the right choice is important. On dry days a narrow tyre with a smoother central tread can be used, but on a wet day a wider tyre with a deeper knobbly tread pattern is essential or you could be the one in contact with the mud.

Magazine reviews for Kenda Nevegal Stick-E Folding MTB Tyre
Review from MBUK
Kenda's Nevegal tyre has a bunch of awards under its belt. Designed by DH/XC legend John Tomac, it combines a relatively fast-rolling, ramp-fronted, mid height tread with Stick E soft-compound shoulder tread. The result is a great dry/intermediate tyre that glues itself to rock or root with equal tenacity, and paddles its way through muck OK too. The deep carcass adds impressive float and drop cushioning, and a rounded profile means it rolls into corners quickly and smoothly...
Great value and protection; decent speed and impressive grip in most conditions.
Review from MBR
Weighting less than 700g, the tyre comes with a folding bead. It is very svelte for such a large carcass and features Kenda's soft compound... In use the tyre feels very confidence-inspiring, with a surprisingly large volume... Large, well supported side knobs dig well without squirming under harsh cornering loads. And all this combined makes for an excellent all-round tyre that belies its low weight.
For a mix of traction and speed and a best overall compromise, the easy winner is the Kenda Nevegal.
