It is 31.8mm for oversized handlebars, but the fork section is 28.55mm

I have the same item on my road bike and it fit great.
I'm interested in purchasing the Ritchey Comp 30 Degree Stem - but I'm unsure as to what size I should purchase.
I currently ride a Specialized Tarmac Elite 2010 - apparently it has Specialized Comp Ergo handlebars and a Specialized Comp-Set stem (with 31.8mm clamp).
I'd be very grateful for any help!
