About the Schwalbe brand

The 28-42 is very wide and beefy. I wouldn't recommend it for anything smaller than a 32 actually.

You need the Presta - 40mm 700 x 28 / 42 option. This is suitable for wider city/urban tyres such as yours.
700 x 18 / 28 is for skinny race tyres.

(European Tire and Rim Technical Organization) European standard.
However, older English and French tire size dimensions are still commonly used as well. The size you have quoted refer to the French size with the outer diameter ( 700mm) and width ( 35mm ). You should be able to find a suitable tube very easily using those dimensions. What you will always find is that the tubes work over a variety of tyre sizes, and so will quote a size range rather than just a specific width as can be seen in my product recommendation.
The 28/42 is the width range, ie I have 700 x 35 and use this to, however my road bike 700 x 23 couldnt use these as its below 28.
Long story short 28 to 42 is the width.
The '40mm' denotes the length of the valve.

It comes out with the dust cap when all you want to do is add air, completely deflating your tyre in about 1.5 seconds!
It is then pretty much impossible to get out of the dust cap, so you have to fit a new tube!
