About Cyclocross Tyres
Cyclo Cross tyres are for use with road wheels to allow them to be ridden off road. They range from 30 to 35mm wide and are designed with different tread patterns to suit the various conditions that can be encountered during the Cyclo Cross season. Usually at the start of the season the ground is dry and hard so a narrower low tread tyre is needed as low rolling resistance is a priority. Later in the season when the ground is wet, grip is a priority so a wider tyre with increased tread would be the better option.

It usually depends on frame clearance, I have used 29er MTB tyres on my Kona Rove (700c) and they worked fine, you are actually going the easy way down since a 29er will have loads of clearance to fit a 700c tyre.
It should fit but your tyres will look small and you will have a bit of a harsher ride.
As for inner tubes you need a 700c tube that can go out to 35mm.
Wiggle sell these that will do the job:
Both of those use a presta valve which has a smaller diameter than a shcrader valve that is probably fitted to your 29er rims, it will fit through with a gap around it.
You could also look for a schrader valved 700c x 35mm tube.
I used Presta valves in my MTB for years without a problem though.
If you are already running a 700x45 tyre a 700x35 one of these will fit, 10mm isn't a huge difference.
The tyre will have a smaller profile than you are used to which will give a slightly harsher ride (for a given tyre pressure).
I've been using mine for 1300km now and it is holding up well.
