Try an 18T, it's what mine came with and (from what I've seen) it is more widely available.
You could always up the size of your chainring too.
Gear ranges on Nexus hubs are small and always beaten by a deraileur. If you want a decent range then a different bike is the answer.
In my case I actually went from an 18T to a 21T, but then my bike is heavy, big wheels and a big chainring. I also go up big hills too :)
