Topeak's little Tri-Bag is designed to fit on your tube and around your stem. Its true purpose is to hold racing and training essentials usch as energy bars and gels. That said, there's no reason why you can't use this bag in a more practical way too, such as to stash a tube, mobile phone or multitool if required.

Handy, all weather frame bag for all your bits.

The bag is soft under the base
I reckon this will be OK, as long as your cables have the standard plastic housing round them.
The velcro strap would probably go under the cables too.

I haven't been out in the rain yet so can't speak to how waterproof it is but it looks as though it'll be fine.
In the Sydney to Gong ride last year, my mate put "Eye of the Tiger" playing on his iPhone, put it back in the bag for the climb out of the National Park. Great motivation!
