It's universal and fits either side.
The mirror rotates on its own axis a full 360 degrees as well as pivoting over 180 degrees on the arm.
The arm, similarly rotates a full 360 degrees on the handlebar axis.

I tried a Cat Eye 500G Mirror and it is too big for the bar ends on my bike. What size bar ends does this mirror fit into.

My bars measure 15.75 mm internal diameter. That was a tight fit for this mirror. I wouldn't like to try it on anything smaller.

Yes the mirror fits in most bar ends but if you have a smaller diameter bar this will be a problem with this type of mirror. There are mirrors that use a rubber strap around the bar bur these can come off easily whilst riding.

I just bought a Specialized Sirrus which comes with flat bars and bull ends. I'm looking for a small mirror that will fit on the bar end or the bull end and not get in the way when I switch my grip. Is this suitable?

Yes the mirror fits into the open end of the tube of a standard bar. Bull ends usually clamp over the bar and leave the end exposed. It is not robust and may easily be broken if lent on or bike is dropped.
