Does it fit Dia-Compe Gran Compe track hub?

Nop, Dia compe uses como lockrings, this tipe of lock ring its italian and a little wider. Fits on Miche, campagnolo, Philwood and some old hubs like frejus

Will the Park Tools XTR/Dura Ace BB Lockring Wrench fit this product?

No, the diammeter of the miche lockring its a little wider than the major diameter of the tool. Can do it with that tool, but its the wrong way. Buy a lockring tool from here, they are cheap, lifetime, and the best way to lock your lockrings.

The HCW-5 is designed for bottom bracket lockrings. For fixed gear lockrings, use the HCW-17.

Is it RH or LH? Does 33.6 imply an internal diameter of 33.6mm?

The Miche Fixed Track Sprocket Lockring is left hand thread lockring and the internal diameter is indeed 33.6mm with a 24 tpi thread.
