Can I fit toe straps to these pedals?

Yep, you'll need a set of pliers to pull the straps through, otherwise they fit great.

Are these double sided pedals?
I want a pair of pedals with toe clips yet can be used double sided for times when I don't want to use the toe clips/shoes don't fit. Thanks

I can confirm that you are able to use these pedals on both sides however one side is flat and the other is curved and will not offer the same amount of grip as the flat side.
