Very good quality for the relatively modest price.

Will these work with drop bars across the top

I want to use these as cross top bars, will these work

Technically yes, but they don't have pass-through cable routing so would have to have the brake cable routing run independently from the STI levers. If you want the brake cable to be part of an all-in-one system then these might be a better option: http://www.wiggle.co.uk/cane-creek-crosstop-brake-levers/
