Easy to fitI purchased these aero bars for use on my turbo so hopefully won’t experience some of the issues identified by other riders using them out on the road.
They were easy to fit and are adjustable in just about every way and I had no trouble getting the ideal set up.

Decent starter barsI didn't know how much I would get into TTs, so I didn't want to invest too much on bars, but knew the possible gains were large. Limited adjustability is a trade off, but once set up, it has knocked off a minute from my best 10 time for the same power.
I have a pair of Syntace clip-on bars that are compatible for both 26.0mm (standard) and 31.8mm (oversize) bars by changing the size of the underside clamp. The upper side clamp is fixed and made for 26.0mm bars. As a result, when I put these on my oversize bars, the upper clamp "digs" into my bar, scratching them (see photo). Are these Token bars made for 31.8mm bars specifically?

Pad fitting
The pads are supplied with a central and rear bolt hole. Can they also be rotated 180 degrees so that the rear (now front) bolt hole can be used to fix the pads further back?

Would they be suitable for a touring bike as resting spot for someone with bad wrists that need a break?

Yes they would, but you would soon notice the compromise in your neck and chest.
Touring bikes have an upright riding position and wide bars, reducing pressure on the upper-body and allowing your lungs to expand more.
Aero-bars will necessarily make your back flat so you punch a much smaller hole through the air, but this means your neck must be craned, your chest is compressed a bit, and you are locked solidly into position.
Therefore I would only recommend this as an upgrade to your road-bike for short high-intensity blasts.
Many cyclo-tourists use figure-of-eight bars with loads of hand positions, maybe try some of those? Or alternatively, the Salsa Bell Lap flared bar is excellent for a relaxed hand-position, it's the one I have on my touring bike.

Is there any way of attaching bar tape onto these bars, for example, do the flat ends come out for the input of a plug which comes with the bar tape?

I can confirm that you will be able to use bar tape with these bars as the plugs in the end are removable.

will these bars fit on a mountain bike
where the handlebars look a tiny bit like this -_- ? the middle section where the stem joins the bars is approximately 4 inches long

I know the kind of mtb bars you mean, and I'm afraid they wouldn't fit, you need a 'flat' straight handlebar to fit these tt bars.
